What is an electronic invoice under Tunisian law?

According to Tunisian law (law n°2024-41), an electronic invoice is a tax document issued, transmitted and archived in structured electronic format. It must pass through a platform approved by the Ministry of Finance and contain a qualified electronic signature guaranteeing its authenticity and integrity.

How to subscribe to El Fatoora (TTN)?

The subscription request to the electronic invoicing system is made through Tunisia TradeNet (TTN). Here are the detailed steps of the process.

Download the file

Visit adhesion.elfatoora.tn to download the complete subscription file containing all required forms.

Fill in the forms

Prepare 3 documents: the El Fatoora contract (3 copies), the subscription declaration (1 copy) and the information sheet (1 copy).

Submit your file

Submit your file online at adhesion.elfatoora.tn or drop it off directly at the TTN office located in Berges du Lac, Tunis.

Receive your credentials

After validation (3 to 15 business days), you will receive an email notification with your test credentials (tax ID, login and password).

To sign your electronic invoices, you need a qualified signature certificate. Three options are available in Tunisia.

ID-Trust

USB token
350 DT / 2 years

Physical USB key containing your signature certificate. Traditional solution offering a high level of security. Requires installing a driver on your computer.

SEAL

Automatic seal
from 1,150 TND / year

Automatic electronic seal for high-volume invoicing companies. Automated signing without manual intervention, ideal for API integration.

Test before going live

Before issuing official electronic invoices, a test environment (sandbox) allows you to validate your integration safely.

Sandbox environment

After receiving your TTN test credentials, configure your sandbox environment in Iberis to perform your first electronic invoicing tests.

Test validation

Send test invoices to verify the compliance of your documents: signature, format, transmission and acknowledgments.

DGI declaration

Once your tests are validated, declare your compliance to the General Tax Directorate (DGI) and request access to the production environment.

04

Go to production

After DGI validation, switch to the production environment in Iberis and start issuing your official electronic invoices.
